The busiest airport in the world runs on parallel runways, the Plane Train moving 300,000 people a day, and 63,000 staff. Even so, the panel agreed the real bottleneck for AI adoption isn’t the technology. It’s bureaucracy and procurement. As one panelist put it: know your customer, times ten.

Ownership structure came up as a quiet but real constraint. City-owned airports like Atlanta and Houston answer to the same bureaucracy and procurement rules as every other city department. Airport authorities, like Dallas-Fort Worth and Richmond, have more flexibility to strike partnerships and purchase equipment on their own terms. Justina Mann pointed to DFW’s digital twin agreement for its capital program as an example of a deal an authority could make that a city-owned airport could not.

Sara Nozkova described a deliberate rollout strategy for Flox: start at the hotspots where wildlife problems are worst, prove the impact fast, and expand from there. The goal isn’t to replace the humans doing wildlife management today. It’s to free them from manual patrolling and logging so they can focus on other safety work. She was direct about the bar the technology has to clear: it needs to be as good as trained wildlife staff, and eventually better.

The panel’s clearest shared frustration was partnership friction. Ricky Smith described watching Atlanta approach 108 million passengers a year, with a master plan update targeting 160 million, and stressed that adding gates without also expanding ticket counters and restrooms just shifts the bottleneck elsewhere. Justina Mann’s fix: airports and airlines who go to the FAA together, instead of separately, get solutions approved faster and can scale them everywhere else afterward.
