Health Operating
System

Partnering with governments with decision intelligence and health outcomes. We build with government, not for government, integrating the systems a health ministry already runs and turning them into intelligence teams can act on.

Patient Satisfaction at Digitized Sites

Sense

What is happening across the health system?

Analyse

Why is it happening, and what should change?

Act

Embed the answer into the workflows where decisions are made.

The Framework

Sense. Analyse. Act.

Three stages, one loop. Each stage answers a question a ministry already asks, and closes by feeding what was learned back into the next cycle.
01

Sense

Create Situational Awareness

Connect the data a ministry already holds, facilities, EMRs, DHIS2 reporting, supply chain, workforce, geospatial and emergency surveillance, into a live picture of the health system.
What is happening?
02

Analyse

Generate Operational Intelligence

A structured model of assets, flows, constraints, events and decisions turns raw reporting into intelligence: where the gaps are, why they persist, and which interventions move the outcome.
Why is it happening?
03

Act

Embed Intelligence in Workflows

Recommendations, trackers and golden metrics live inside the ministry’s own processes, resource allocation, supply chain, workforce, emergency response, and what happens next is fed back as the next signal.

How We Work

Built With Government

Integrate, Don’t Replace

The systems a ministry runs are an asset. The HOS connects and strengthens them; it does not ask anyone to start over.

Data Sovereignty

Cloud, hybrid or on-premise deployment, so governance requirements are met without sacrificing functionality. Health data stays under ministry control.

Build → Operate → Transfer

Intelligence centres are designed for local ownership. In Rwanda the national centre is now fully led and operated by its own 42-person team.

Capability, Not Dependency

Training-of-trainers models and embedded engineers leave ministry teams able to run, adapt and extend the platform themselves.
